My boyfriend %26amp; I bought a beagle in December. He is now 5 months old. When we first got him, we trained him pretty well to do his business on newspaper in a corner of our livingroom. Now, he will be standing anywhere, and just does it right there. Also, everytime we call him, he thinks he's in trouble, so he crouches down, and just rolls over onto his back. He's also been pooping in the bathroom and rolling around in it while we are at work. So basically it's everywhere.

He also has a rash or something of that sort on his back which is causing hair loss.

First, neuter your dog. This will cut down on the inappropriate urination. Second, buy a crate and crate-train your dog. This will help with potty training. As for the hair loss, you need to see a Vet to determine what is going on there.

My puppy went backwards when something was wrong with her, which is probably your dog's deal. take him to get checked out, and put on some antibiotics. after the skin infection clears up he should be back to normal. you'll just have to really reinforce the rules.
