I would not recommend shaving as the coat protects the dog's skin from sunburn and overheating, even in the summer.

The coat provides insulation that keeps the dog cooler in summer and warmer in winter.

A bath and a tidy-up trim is fine, but please, no lion cuts.

I would have no idea why you would even want to shave it. You know their hair is there for a reason. It provides warmth in the winter and believe it or not sade for the skin in the summer. Would you want your dog sunburned?

To be honest with you, unless you do this professionally, get someone else to do it. The dog may be scared and they would know how to handle him/her. Why would you want to shave the dog anyway? yes it is summer and no matter how long the hair it will give him some relief from the heat. you need to bye some baby lotion sunblock so he dont get sunburn

I'm a groomer and I would not recommend it, however, if you really want it done, take it to a groomer rather than do it yourself. I've seen too many dogs that have been injured and/or ruined because an owner thought it was easy to shave a dog. It's not. It takes skill, practice and patience.

I guess you could buzz cut her, but why would you do that? Chi's need hair for warmth and protection. If you insist on cutting her hair then at least take her to a groomer to be on the safe side. It won't cost much...
